Making plans on resilient urban and regional development? - Ethical questions of planning

How can the concept of social-ecological resilience serve as leitmotif for spatial planning confronted with the challenges of climate change? Which consequences would be evoked through an orientation towards this leitmotif? The conditions, mechanisms and processes in building resilience in coastal urban regions will be analyzed in the context of corresponding ethical challenges which this process may evoke for spatial planning. Particularly, it will be addressed a) the discussion of how to deal with uncertainty of climate change scenarios and of further change processes and b) the question of how to treat potential nescience while striving for sustainable spatial development orientated on common welfare.
