Irene Peters studied Economics, Philosophy and Government in Germany and the U.S. She holds a Ph.D. in Economics from Clark University, Massachusetts, with a focus on Environmental Economics, Econometrics and Modelling.

From 1985 to 1997 she was at Tellus Institute for Resource and Environmental Strategies in Boston, U.S.A. (consulting and policy evaluation in energy, solid waste and transportation planning, Life Cycle Assessment, and energy-economic modelling); 1997 to 2002 at EAWAG (Swiss Federal Institute for Aquatic Science) (method development in Microsimulation and Decision Support related to urban water topics); since 2003 Univ.-Professor for Infrastructure Planning and Economics of Technical Urban Services at TUHH (Hamburg University of Technology), since 2006 HCU (HafenCity University Hamburg). She teaches in Urban Planning and REAP (Resource Efficiency in Architecture and Planning), an interdisciplinary international M.Sc. Programme which she founded together with colleagues from architecture and engineering. 

Her work in advisory committees includes "System Integration for Novel Sanitation Systems" of DWA (German Association for Urban Water, Wastewater and Waste Management), "Sustainable Infrastructure Systems" of ARL (Academy for Spatial Planning), "Climate Protection and Energy" of IBA (International Building Exhibtion) Hamburg, "Hamburg: Environment Capital Europe" and the scientific advisory committee of IWU (Institute for Housing and Environment, Darmstadt, Germany) and the award committee of the IFBHH (Hamburg Investment and Development Bank).

Stationen ihres Berufslebens sind 1985 bis 1997 Tellus Institute for Resource and Environmental Strategies in Boston, U.S.A. (dort Consulting und Politikberatung zu Abfall- und Energiewirtschaft, Verkehrsplanung, Life Cycle Assessment und energie-ökonomische Modellierung); 1997 bis 2002 EAWAG (Swiss Federal Institute of Aquatic Science and Technology) (Entwicklung von Mikrosimulation und Decision Support-Methodik zu Themen der Siedlungswasserwirtschaft); seit 2003 Univ.-Professorin für Infrastrukturplanung und Stadttechnik an der TUHH, seit 2006 an der HCU. Dort lehrt sie in den Studiengängen Stadtplanung und REAP (Resource Efficiency in Architecture and Planning), einem interdisziplinären internationalen Masterstudiengang, an dessen Gründung sie zusammen mit KollegInnen aus Architektur und Ingenieurswissenschaften maßgeblich beteiligt war.
