General Information
The HCU levies tuition fees as per article 6b of the Hamburg Higher Education Law (HmbHG) for the bachelor and master programmes as well as for those degree courses which started before changes in relation to the Bologna Process were introduced. The tuition fees must be paid in addition to the semester levy and administration fee. The revenue from the tuition fees is available to the university in addition to the regular budget for fulfilling their degree programme and education tasks.
The HCU will send all students a notification of fees for the 2010/2011 winter semester. This will include the bank details and appropriate payment modality. In addition, all students who are entitled to a payment deferral in accordance with article 6c of the Hamburg Higher Education Law (HmbHG) will receive a so-called "Payment Deferral Declaration". If you would like to request a payment deferral in relation to the tuition fees, you must sign the enclosed declaration and return it to the Student Administration. The deferred payments are made by the Free and Hanseatic City of Hamburg to the Wohnungsbaukreditanstalt (WK). For this reason, the payment deferral is known as a WK payment deferral.
Because the majority of foreign students do not fall under article 6c of the Hamburg Higher Education Law (HmbHG), i.e. they can not defer payment of tuition fees in accordance with the Hamburg Higher Education Law, the HCU has passed a statute, which allows deferrals, under certain circumstances, to be made directly by the HCU (HCU deferral).
You can, of course, continue to pay the tuition fees yourself. Please do not make your payment until you have received the appropriate notification. In the future, you will receive a single notification of fees per semester. The payment deferral declaration only has to be submitted once. From the 2009 summer semester, the tuition fees are due with each re-registration.
Within one month of receipt of the notification of fees, you have the opportunity to file an objection against it. In this you can provide us with facts regarding why you should be exempted from the payment of tuition fees, which, where applicable, could result in a subsequent exemption. An objection has, in principle, no suspensive effect. The HCU Hamburg has, however, decided that tuition fees do not need to be paid until a decision has been made on the objection. However, we must point out to you that an unsuccessful objection procedure will result in you incurring additional fees! If you file an objection, you must enclose appropriate documentary evidence in order to substantiate your exceptional reasons or reasons for exemption. If the objection is not filed in good time, it will be rejected as being inadmissible.

[Translate to Englisch:] Der Gesetzgeber hat im Herbst 2008 das Studiengebührenmodell novelliert und entschieden, dass die Studiengebühr mit der Immatrikulation bzw. der Rückmeldung zu zahlen ist. Bisher hat die HCU diese Regelung flexibel gehandhabt, um Ihnen die Umstellung auf die neue Gesetzgebung, die im WS 2008/09 in Kraft getreten ist, zu erleichtern.
Ab dem Sommersemester 2010 gilt: Wenn Sie sich immatrikulieren oder zurück melden möchten, müssen Sie sowohl den Semesterbeitrag als auch die Studiengebühr gezahlt haben. Daraus folgt, dass Sie erst dann Ihre Semesterunterlagen erhalten werden, wenn beide Beträge auf dem Konto der HCU eingegangen sind.
Es gibt folgende Ausnahmen:
· Auch die Zahlung des Semesterbeitrages und eine abgegebene gültige Stundungserklärung führen zur Rückmeldung.
· Studierende, die ein Urlaubs- oder Praxissemester bewilligt bekommen haben, müssen die Studiengebühr nicht zahlen.
· Sollten Sie einen Antrag auf Befreiung oder Stundung der Studiengebühr gestellt haben, müssen Sie die Studiengebühr nicht zahlen, so lange über den Antrag nicht entschieden wurde. Dies gilt allerdings nur für Anträge, die fristgerecht vor Beginn des Semesters gestellt wurden (31. März für das Sommersemester, 30. September für das Wintersemester).
